PRO-TEXAS. PRO-AMERICA.

Putting students first, empowering parents, and returning Texas education to its roots in American excellence as Texas State Board of Education Chairman and District 15 Member

My Mission

I'm working to ensure every Texas child receives a world-class education rooted in truth and excellence. Here's what I'm championing:

High Quality Curriculum & Instructional Standards
  • Expand access to high-quality instructional materials (HQIM) proven to improve student outcomes.
  • Develop strong, knowledge-rich Texas Essential Knowledge and Skills (TEKS) standards in core subjects, especially reading, math, history, and social studies.
  • Reject indoctrination and ensure age-appropriate content focusing on academic excellence rather than ideological agendas.
  • Promote transparency so parents can easily review what their children are being taught.
Parental Rights & Empowerment
  • Strengthen parental involvement in education decisions.
  • Support policies that increase transparency around curriculum, library books, and school policies.
  • Defend the right of parents to have a meaningful voice in their child’s education.
  • Promote school choice options so every Texas family has access to the best educational environment for their children.
Fiscal Responsibility & Permanent School Fund Stewardship
  • Responsible oversight of the $62 billion Texas Permanent School Fund to maximize returns for Texas public schools. Protect the Fund from risky political investments (ESG) and ensure it benefits Texas students and teachers, not activist agendas. Prioritize long-term growth and sustainability so future generations of Texas students are supported.

State Board of Education 101

What Does the STATE BOARD OF Education Do?

Texas' State Board of Education (SBOE) is entrusted to shape the next generation of Texans. The board sets curriculum standards (TEKS), reviews instructional materials, establishes graduation requirements, and oversees the $62B Permanent School Fund. Through these processes, the SBOE is a leverage point for impacting over 5.5 million public school students throughout the state.

Who does District 15 Represent?

SBOE District 15 represents over 1.9 million Texans across 87 counties in the Panhandle. For perspective, each US Congressman in Texas represents about 770,000 people.

Is the SBOE Connected to the Texas Education Agency?

While the SBOE has occasionally overseen the Texas Education Agency (TEA) in its history, it no longer does so. SBOE and TEA have a power-sharing relationship. Each has responsibilities and relies on each other for various approvals.

Are SBOE Members compensated?

Elected SBOE members receive no pay. Budget is limited to a few thousand dollars a year for travel. As a result of this structure, members rely heavily on volunteers in Texas communities to help make informed decisions.

ABOUT AARON

Aaron G. Kinsey was elected to serve District 15 of the Texas State Board of Education (SBOE) in November 2022 and appointed the first freshman chairman of the board by Governor Greg Abbott in December 2023. He was re-elected in November 2024 with board chair reappointment in April 2026.

A lifelong conservative, Kinsey is the Chief Executive Officer of American Patrols, a role he has held since leading a buyout of the Midland-based aviation company. Under his leadership, the company has grown twentyfold. His previous experience includes management of a $450-million San Antonio-based commercial real estate company.

As the first in his family to graduate from college, Aaron understands the importance of education and its power to change lives.

After graduating from Canton High School, Aaron excelled during his time at Texas A&M University, earning a 4.0 GPA and receiving the Gathright Scholar Award for scholastic achievement and the Buck Weirus Spirit Award for student involvement. Kinsey served as the Deputy Commander of the Texas A&M Corps of Cadets and Election Commissioner. He was also a Mays Business Fellows member. Through the Professional Program in Accounting, he received a Bachelor of Business Administration in Accounting and an Master of Science in Finance.

Upon graduation, Kinsey received a commission in the United States Air Force. During a nine-plus year stent in the Air Force, Aaron was a pilot, flying 120 combat missions in the C-130. He also taught pilot training and the instructor pilot course. Following active duty, he earned his Master of Business Administration from Harvard Business School, an experience which further honed his business leadership skills and honed his ability to defend conservative principles.

Kinsey's mission is to fight for children and stand alongside parents to strengthen families and improve educational outcomes across the state of Texas.

As SBOE chairman, Kinsey has overseen the implementation of HB 1605 (88R) to increase Texas student access to high-quality instructional materials (HQIM). Aaron serves on the SBOE’s School Finance/Permanent School Fund (SF/PSF) Committee and as a board appointee to the $62 billion PSF Corporation. At the PSF Corporation, he serves as board secretary and Committee on Strategic Planning and Policy chair.

Aaron is happily married to Katelyn, a proud member of the Daughters of the Republic of Texas who can trace her family lineage back to the Alamo and Come and Take It cannon. They have been blessed with three children: Barrett, Charles, and Isabel. The Kinsey family proudly calls Midland, Texas, home.

Victories

In a historic victory for patriotic education and constitutional principles, led Board to adoption of new social studies standards. Victories

As State Board of Education Chairman, stood against woke ESG money managers like Blackrock, safeguarding Texas’ $62 billion Permanent School Fund from undue influence.
